Richard A. Bartle co-wrote the first virtual world, MUD, in 1978; he has thus been at the forefront of the industry from its very inception. He divides his time equally between being an industry consultant and an academic specialising in virtual worlds. His 2003 book, "Designing Virtual Worlds", is the standard text on the subject, and he is an influential writer on all aspects of virtual world design and development.
Martin Boyle
is Senior Policy Advisor in Nominet, the registry for .uk Internet domain names. His role includes work to develop the UK-IGF multi-stakeholder partnership to ensure effective British engagement in the international discussions. On the national policy agenda, Martin is working with key stakeholders – including the Internet Watch Foundation, law enforcement agencies and parliamentarians – to contribute to Nominet’s mission to make a positive difference to UK Internet users and to shape the development of the Internet. Martin joined Nominet in February 2008. Previously he was head of the International Communications Policy team in the UK Department for Business, where he was actively involved in the Internet governance negotiations in the World Summit on the Information Society. Following WSIS, he worked with other partners to promote British involvement in the Internet Governance Forum, the initiative that became the UK-IGF.
Frank Bsirske
is president of the United Services Union (ver.di). ver.di is - with approximately 2.3 million members - one of the largest independent, individual trade unions in the world. Frank Bsirske is also President of UNI-Europa, a European trade union federation, that unites trade unions organising in services and skills sectors in 50 different countries.
Betrand de la Chapelle
is an envoy for he information society in the Foreign Ministry of the French government in Paris. He represents also the French government in ICANN´s Governmental Advisory Committee. As an entrepreneur and a diplomat he was the co-animator of the OpenWSIS Initiative since its foundation in December 2002. In the 1990s he was an advisor to the French Minister for European Affairs. When he left the ministry he became the co-founder of Virtools, a private company. He was a member of the G8 Digital Opportunity Task Force (DOT Force) and devoted two years in 2001-2002 to the study of multi-stakeholder mechanisms for global governance. In 2006 he returned to the public service in the Foreign Office. Bertrand de la Chapelle is a graduate from Ecole Polytechnique (1981), Institut d'Etudes Politiques de Paris (1983) and an alumni of Ecole Nationale d'Administration (1986).
Patrice Chazerand
has held the position of Secretary general of the Interactive Software Federation of Europe (ISFE) from May 2002 to July 2007. From 1999 to 2002, he was vice president, European affairs, Viacom. From 1989 to 1999, he was director, government affairs, AT&T France. Mr Chazerand spent the first 15 years of his career at the French ministry of foreign affairs. His many assignments include 7 years at the French embassy to the United States. Patrice Chazerand graduated from France’s top business school (HEC) and from the Paris School of Government (Sciences Po).
Gustavo Cardoso
is Research Director at LINI (Lisbon Internet and Networks Institute) and Professor of Technology and Society at ISCTE - Lisbon University Institute. He also works with the Department of Communications and Performance Studies of the University of Milan and with the Portuguese Catholic University. His international cooperation in European research networks brought him to work with IN3 (Internet Interdisciplinary Institute) in Barcelona, WIP (World Internet Project) at USC Annenberg, COST A20 "The Impact of the Internet in Mass Media" and COST 298 "Broadband Society". Between 1996 and 2006 he was adviser on Information Society and telecommunications policies to the Presidency of the Portuguese Republic and in 2008 was chosen by the World Economic Forum as a Young Global Leader. He is co-editor, with Manuel Castells, of the book Network Society: from Knowledge to Policy and Associate Editor at the peer-reviewed journals IJOC at USC Annenberg and IC&S at Routledge. In 2009 he edited, together with Angus Cheong and Jeffrey Cole, the book "World Wide Internet" that compiles research from more than 20 countries worldwide on Internet usage during the last decade. He is a member of the evaluation panels of the European Research Council (ERC) and of the COST-ESF (European Science Foundation).
Jean-Marc Dinant
After two years of economics, Jean-Marc Dinant has got a master in Computer Science in 1985 (cum laude). After various researches in the field of expert systems, adults training and telecommunication networks, he has joined the Belgian Data Protection Authority in 1993. Since then he has worked in strong collaboration with lawyers in the data protection area. He has left the Belgian DPA in 1998 while remaining a technical expert inside the art 29 working party until 2001. Since 1994, he is working as a researcher inside the Research Centre on IT and Law (CRID) of the University of Namur where he tries to be a full duplex gateway between lawyers and technicians in the context of privacy and data protection. Inside the CRID, he is currently head of the Unit Technology and Security and coordinates various research projects dealing with technology, security and privacy. Since 2001, Jean-Marc Dinant has been a data protection expert for many institutions including the Council of Europe and the European Commission. He is also Member of the Belgian Association of Expert witnesses since 2003. He is currently senior lecturer at the University of Namur where he is teaching cybersecurity and has got a PhD in Computer Science in 2009 with a thesis dealing with Privacy Enhancing Technologies and Infomediaries. Since 2007, he is also teaching cryptography and cybermarketing at the master “préposé à la protection des données à caractère personnel” in Paris.

In addition to his experience in the field of data protection, he was a member of the Group of Experts which drafted the Council of Europe Convention on Access to Official Documents.
Divina Frau-Meigs
Divina Frau-Meigs is a Fulbright scholar and student at the Ecole Normale Supérieure, is professor of media sociology at the Université Sorbonne Nouvelle, France. With degrees from the Sorbonne University, Stanford University and the Annenberg School for Communications (University of Pennsylvania), she is a specialist of media and information technologies in a comparative perspective. She is currently working on issues of cultural diversity, media and information literacy and internet governance in a human rights perspective. She has held the UNESCO chair for information-communication at the Universidad Autonoma in Barcelona, giving a doctoral course on globalization and cultural diversity (Autumn 2006); she has also created an international Master’;;s programme on “e-learning engineering and media education engineering” at the Sorbonne nouvelle. She is an expert with UNESCO, the European Union, the Council of Europe and a variety of governmental agencies.

He was a panellist at the Columbia University Journalism School in November on the topic of 'The new media landscape'. He also participated to an international research of the American University focusing the issue of 'Public media', or how do media enhance citizens’; participation. As a media we've been the object of many studies, thesis and researches as a new way of approaching citizens' participation to news.
Ayesha Hassan
Senior Policy Manager for E-Business, IT and Telecoms, Executive in charge of ICT policy ICC International Secretariat, Paris. Ayesha Hassan manages ICC's Commission on E-Business, IT and Telecoms. She is in charge of ICC’s initiative, Business Action to Support the Information Society (BASIS). She managed the Coordinating Committee of Business Interlocutors (CCBI), a vehicle mobilizing and coordinating the involvement of the worldwide business community in the process leading to the World Summit on the Information Society (WSIS) Summits of 2003 and 2005. In 2004 Ms Hassan accepted the UN Secretary General’s invitation to participate in his Working Group on Internet Governance (WGIG). She also served on the UN Secretary General’s Task Force on Financial Mechanisms, and serves on the advisory group for the Internet Governance Forum (IGF). She has represented ICC on numerous occasions, participating and making presentations at international and regional events including the G8 Dot Force and the UN ICT Task Force, OECD, WTO, ITU Telecoms and the EU Commission. Ms. Hassan is an experienced lawyer, and has a background in dispute resolution, international policy, and e-commerce issues. She is former head of online dispute resolution services at SquareTrade. Ms. Hassan obtained her undergraduate degree from the University of Chicago in Political Science, law degree from the University of San Diego, and a masters degree in international policy studies from Stanford University.
Lee Hibbard
works in the Media and Information Society Division of the Council of Europe, based in Strasbourg. For the last three years, he has been coordinating Council of Europe work in various international forums dealing with information society and internet governance related issues. More recently, he has been active in the work of the Pan-European Dialogue on Internet Governance (EuroDIG). At the substantive level, he has been heavily involved in the conception and development of several pan-European policy documents concerning empowerment of children online, the public service value of the Internet, protecting the dignity, security and privacy of children on the internet, freedom of expression and internet filters, and also human rights guidelines for ISPS and online games providers.
Anders Johanson
Anders Johanson works for the Swedish National Post & Telecom Agency (PTS) as director of department for network security. His responsibilities are

Nadine Karbach
currently student at the University of Mainz, studying mass media communication, business and political science in her final year. She recently started research on her thesis dealing with parental mediation on the medium internet and the effects of the German public protection law on media for youth and adolescents. Prior to her studies she finished her apprenticeship in at publishing house which issues Germany's leading economic newspaper, located in Düsseldorf. Besides her studies she collected valuable working experience in the field of media. Two internships in the field of media planning offered interesting insights. At the ZMG (German Newspaper Marketing Association) she had the chance to work in the Key account department, assisting the project manager in data analysis and reporting. Currently, she works part-time as assistant towards a project manager in the field of media analysis and media monitoring, focussing on the automotive industry. Youth work became soon a major part of her life, when she entered the local branch of one of Europe's biggest students associations, AEGEE. After one year in the local board, she joined European level activities, such as being the communication officer for a european-wide cultural project. The past two and a half years, she was in the international board of the Public Relations Working Group of AEGEE-Europe, whereof she experienced two years being the chairperson of it. She organised a couple of international events, such as seminars and trainings on communication for youth organisations accross Europe. Nadine is part of the trainers pool of AEGEE, the AEGEE-Academy.

Georgios Kipouros
Georgios Kipouros was born in 1987, Greece. He recently completed his BA (Hons) in International and European Studies at Panteion University of Athens; his dissertation work with the title "The Media, Youth Participation and Politics" focused on the role of media in fostering youth participation. Georgios currently lives in Athens and works at the A. Papandreou Institute of Strategic and Development Studies. In September 2009, he will be moving to the UK for postgraduate studies in Media, Communication and Development at the London School of Economics and Political Science. Georgios has worked as Project and Communications Manager for the European Secretariat of the Young European Federalists (2006-8) handling the large scale, Plan-D funded campaign “Speak Up Europe” and the new-media project “European Vibes”. Additional professional experiences include a long-term internship at the Press and Media Service of the European Commission Representation in Greece (2008), hosting a twice-weekly youth related news show at the Greek National Radio (2003-4) and Media relations management at the Europe Direct of Komotini, Greece (2002-4).

Srd Kisevic has been a youth activist since his college years. He started his professional path working on democracy-building projects in his native Croatia. Four years ago he moved to Brussels to lead the secretariat of European Liberal Youth. Throughout this time he organised and attended numerous youth seminars and workshops all over Europe on a range of topics. He led a media successful campaign on abolishment of visas in Europe and is currently one of the persons leading his youth organisation’s campaign on importance of privacy for young people in the modern world. Jovan Kurbalija
is the founding director of DiploFoundation. His professional and academic background is in diplomacy, international law and ICT. In 1992 he left the Yugoslav diplomatic service and established the Unit for IT and Diplomacy at the Mediterranean Academy of Diplomatic Studies in Malta. The main function of the Unit was to provide training, research and software development in the field of IT and diplomacy. He has lectured at the Mediterranean Academy of Diplomatic Studies in Malta, the Vienna Diplomatic Academy, the Dutch Institute of International Relations (Clingendael), the Graduate Institute of International Studies in Geneva, the UN Staff College, and Wilton Park, among others. He lectures on introduction to diplomacy, diplomacy and ICT/Internet, diplomatic privileges and immunities, and international law for diplomats. Mr Kurbalija’s research focuses on the impact of ICT/Internet on diplomacy, with emphasis on changes in the national/international environment for diplomatic activities (changes in national and international distribution of power), new items on diplomatic agendas (ICT policy and Internet Governance) and new tools for diplomatic activities (hypertext systems for research, online negotiation tools, etc.). He is currently involved in research on the taxonomy of Internet Governance, the emerging language of ICT diplomacy, and diplomatic aspects of the WSIS negotiations. Mr Kurbalija has published books, articles and book chapters, and edited books including: Internet Guide for Diplomats, Knowledge and Diplomacy, Influence on IT on Diplomatic Practice, Information Technology and Diplomatic Services of Developing Countries, Modern Diplomacy and Language and Diplomacy. The year, with E. Gelbstein and S. Baldi, he co-authored the Information Society Library, a set of nine booklets covering a variety of issues such as information security, online learning, Internet governance, and more. The Library was presented at the WSIS.
Yrjö Länsipuro
graduated from the University of Tampere 1966 and worked since then for the Finnish Broadcasting Co. (YLE) as television journalist and TV news managing editor in Helsinki and foreign correspondent in Moscow and the Far East. Seconded to the European Broadcasting Union (EBU), he headed its New York Bureau in 1978-1980. In the eighties, he also worked several periods as consultant for the setting up of an all-Asian TV news exchange by the Asia-Pacific Broadcasting Union (ABU). In 1992 he joined the Ministry for Foreign Affairs of Finland, working successsively as the Press Counselor of its embassy in Washington DC, as Director General of its Department for Communications and Culture and as its Coordinator for ICT and Information Society policies, representing Finland in the Governmental Advisory Committee of ICANN. Roelof Meijer
is CEO of SIDN, the registry for .nl, one of the world’s largest and most succesful country!code top level domains. He joined SIDN in 2005, when he was tasked to further professionalize SIDN and enhance its national and international position. Meijer has extensive international experience in highest level management, professionalization, strategic change and corporate restructuring. Previously, Meijer was Managing Director at PTC+, an international training organization. He joined PTC+ in 1996 as Director of one of its training facilities and held that post until his appointment as Managing Director of the company. Before joining PTC+, Meijer worked as engineer, project coordinator, technical consultant and government advisor for an engineering company and later the Dutch Ministry of Foreign Affairs in Zambia and Burkina Faso respectively. Meijer holds a Masters degree in Engineering of Wageningen University.
Rt Hon Alun Michael
MP Chairs the UK IGF. He has been the Labour & Co-operative MP for Cardiff South & Penarth since 1987. In 1997 he became Deputy Home Secretary and in 1998 entered the Cabinet as Secretary of State for Wales. He is a member of the Justice Select Committee and chairs the e-Crime Group of Eurim in the House of Commons. He represents Wales on the National Executive of the Co-operative Party. In 2005, as Minister of State for Industry and the Regions, he led the UK delegation to the World Summit on the Information Society in Tunis. Since then he has been a regular participant in the IGF process and a passionate supporter of “dynamic coalitions” and “enhanced cooperation” as a better and more flexible way of making progress. He has opposed the idea of locking all parties into some form of international treaty or bureaucratic UN agency and has promoted a partnership approach to reducing and controlling internet-related crime. Since the Internet Governance Forum (IGF) process started, with a five-year mandate from the UN, Alun has been promoting engagement by Government, Business, Parliament and “Civil Society” with the IGF process, particularly through the UK IGF which he chairs. It’s an approach which has increasing engagement across many countries and regions of the world. In the Digital Britain Final Report in June his proposals for a “partnership approach” to reduce and prevent internet-related crime and “disorder” was endorsed by the UK Government.

Prior to that he spent seven years in Brussels as public policy/regulatory manager for companies and associations in the telecom sector. He then joined an Italian trade association representing industrial SMEs where he held different positions in public policy/advocacy. Yuliya MORENETS
is a Representative of TaC- Together against Cybercrime, a global non-profit making organisation against cybercrime. The TaC office is based in Strasbourg (France).The organisation is a gathering point and a centre for the dissemination of information and expert advice. TaC is a bridge between the gathered information coming from different sectors involved in the fight against cybercrime and the society in order to eliminate and wipe out eCrimes. Ms Morenets is also a CEO and a Chief Executive of Morenets Consulting. This is a consultancy firm specialised in research of European funding opportunities and sponsoring, especially in the field of ICT programs and the protection of intellectual property rights. Ms Morenets has been working for a long time now with the Council of Europe Convention on Cybercrime, as a Consultant and Deputy Head of the Unit on cybercrime and organised crime within the Economic Crime Division of the Council of Europe. She is a lecturer on cybercrime for the Strasbourg office of French Bar Association. Ms Morenets is an Advisory Committee Bureau Member within the Strasbourg City Hall. Head of International Affairs at UMIC-Knowledge Society Agency in Portugal (PT), the public agency with the mission of coordinating the policies for the Information Society.She represents PT in several international organizations such as EU, OECD and UN. Ms. Neveswas the Counsellor for S&T, Space, Education and Information Society in the Permanent Representation of PT to the EU from 2002-2008 where she negotiated all WSIS process based in Brussels. She was involved in the three Portuguese Presidencies of the Council of the EU (1992, 2000 and 2007) and in 2007 she chaired the Research Working Party (WP), the Joint Atomics Questions-Research WP, the Ad-hoc WP on EIT, the Education Committee (Higher Education) and the Telecom/Information Society WP (chaired the Information Society part). She negotiated with the Council and the European Parliament bringing closure to a number of complex files such as the Regulation establishing the EIT (The European Institute of Innovation and Technology), “ARTEMIS”, “ENIAC”, “IMI” and “Clean Sky” Joint Technology Initiatives, the Decision on “Ambient Assisted Living” and paved the way towards the decision on “Eurostars”. She also negotiated several files, adopted as Council Conclusions, such as “The Future of Science and Technology in Europe”, the “Scientific Information in the digital age: access, dissemination and preservation”, the “Modernising universities for Europe’s competitiveness in a global knowledge economy” and on “Nanosciences and nanotechnologies”. Prior to that position, she was Advisor on International Affairs to the Portuguese Minister of Science and Technology (1997-2002). She joined the public administration at the Ministry of Foreign Affairs in September 1991. She is currently PhD Student in “European Studies - Economics” at the “Universidade Católica” in Lisbon and holds a MSc. in “International Economics”, from “Universidade Técnica de Lisboa - Instituto Superior de Economia e Gestão (ISEG)”.

Vladimir Radunoviæ
is the coordinator of the Internet Governance and Policy educational and training programmes with DiploFoundation since 2005. He has been a key resource person in delivering several online and in-situ trainings in IG, and has also been a speaker on IG related issues and global process, online learning, capacity development and community building, and development of national ICT strategies at a number of regional conferences in Europe, Africa, Middle East and Asia. Mr. Radunoviæ has actively participated in the global process since WSIS Geneva meeting in 2003. His current focus is on capacity development, education of policy makers and community building, policy and process negotiations, broadband and access policy, network neutrality, cyber-security and Internet safety, strategies for bridging digital divide. Mr. Radunoviæ has graduated in Electrical Engineering with the University of Belgrade, Serbia, and is a candidate for Master in Contemporary Diplomacy with the University of Malta. He has worked as an IT administrator with the Alternative Academic Educational Network and B92 Media House. Currently he is also a Managing Director of AVAcom Ing, an ICT-deployment company based in Belgrade, Serbia.
Maja Rakovic
is media policy advisor in the Ministry of Culture of the Republic of Serbia. She is representing Serbia in the Steering Committee on the Media and New Communication Services of the Council of Europe. She is currently coordinating the government expert group for information society and media within the national programme for EU integration, and has also participated in drafting national policy documents concerning development of information society in SEE, switchover from analogue to digital broadcasting and Alliance of Civilizations. She has developed several projects for media capacity building, media legislation reforms and press self-regulation. Prior to joining the Media Department of the Ministry of Culture, she worked for ten years as a broadcast journalist for Serbian televisions - B92, as a researcher, and Politika, as a reporter, producer, culture editor, deputy editor in chief, and was the author of a number of TV programmes and documentaries. Maja Rakovic is a Chevening Scholar. She graduated Serbian and Comparative Literature at the Faculty of Philology, University of Belgrade in 1999 and obtained an MA in International Journalism from the University of Westminster, London, in 2002.
Ren Reynolds
Ren Reynolds is the founder of the Virtual Policy Network a think tank dedicated to promoting policy discourse about virtual worlds and social media. Academically Ren writes about the philosophy / ethics of technology, computer games and virtual worlds. His work has included exploring the philosophical basis of property, governance, identity and rights in online spaces as well as the moral basis of virtual acts. He also writes on the TerraNova blog. Ren is a member of the UK Transformational Government Expert Group on Social Media; the European Information and Network Security Agency virtual group on virtual worlds, Edinburgh Interactive Festival Committee; Virtual Worlds Forum Executive Board; Games Studies (journal) Review Board; London Knowledge Lab: Culture, learning and teaching in Second Life - Advisory Board Member and is co-founder of the Digital Interactive Symposium: Edinburgh. He is also a member of: Association of Internet Researches, Digital Games Research Association, Computer Professionals for Social Responsibility, International Game Developers Association, London Games Research Group, The Royal Television Society, The Institute of Directors. Previously the global head of strategy for Internet, Mobile & Applications for Cable & Wireless Ren developed a Digital Media service portfolio. Ren has also consulted in marketing and product strategy / development for British Airways, BBC, Sky, Publicis; the UK Government and a number of virtual world start-up companies; and has written extensively for IBM on the business application of emerging technologies for strategic advantage. Ren has numerous media credits including BBC, MTV; G4 TV; BBC Radio 4, Radio 5 and World Service, NY Public Radio, Radio Sweden, and has been interviewed by New Scientist, Popular Science, The Guardian and many others.
Katitza Rodríguez
is Director of EPIC´s International Privacy Program. She concentrates on comparative international policy and legal aspects of privacy and data protection, international transfer of personal data and privacy global standards. She is Research Director for EPIC "Privacy and Human Rights Report (PHR) 2008" (forthcoming), the most comprehensive survey of privacy laws and developments in the world. She was also Research Editor of the Latin American Reports in the 2005 and 2006 editions of PHR. She participates and monitors the work of several organizations on international privacy discussions, including the OECD, the Privacy Sub-Group of the Asia Pacific Economic Cooperation (APEC), the United Nations Internet Governance Forum (IGF), the Data Protection Commissioner Meeting and the Ibero-American Data Protection Network. Katitza is also coordinator of The Public Voice Coalition. She was responsible for facilitating the participation of Civil Society Participants of The Public Voice Coalition in the Organisation for Economic Co-operation and Development (OECD) Ministerial Meeting in Seoul, Korea as well as the organization of the OECD Civil Society Forum. This effort resulted in the creation of the Civil Society Information Society Advisory Council (CSISAC), a landmark achievement for civil society at the OECD. The Public Voice Project will serves as the initial point of contact with the OECD Committee for Information, Computer and Communications Policy (ICCP) and is responsible for facilitating CSISAC participation in the OECD from 2009-2010.
Michael Rotert
is Vice-President of EuroISPA, the organisation that represents Europe’s Internet service provider industry. EuroISPA is the world’s largest association of ISPs. Prof. Rotert is a prominent figure in the ISP sector. His work at the University of Karlsruhe in the 1980s established the first connection from Germany to the “Internet”; after setting up one of the first ISPs in Germany, he has since held senior management posts with a number of prominent European ISPs. His expertise in the sector means he is regularly consulted in government-industry initiatives. For example, Prof. Rotert was part of the German delegation to the G8’s Cybercrime Summit. Prof. Rotert became the President of the German ISP association in 2000 and was elected EuroISPA President from 2003 until 2008.
Thomas Schneider
Thomas Schneider is the information society coordinator at the international affairs department of the Swiss Federal Office of Communication (OFCOM). He is coordinating the Swiss activities with regard to the UN World Summit on the Information Society (WSIS), its implementation and follow-up on international level. He is representing Switzerland in the Council of Europe's Steering Committee on the Media and the new Communications Services (CDMC). He has been chairing the Council of Europe’s group of experts on human rights in the information society (MC-S-IS) for the last two years. He is representing Switzerland in the UN Commission on Science and Technology for Development (CSTD) which is responsible for assessing the WSIS-Follow-up in the UN System, since 2006. He is one of the initiators of the first European Dialogue on Internet Governance (EuroDIG), a pan-European multistakeholder initiative that held its first meeting on 20-21 October 2008 in Strasbourg. He is acting as regional coordinator for the WEOG region in the Multistakeholder Advisory Group (MAG) of the Internet Governance Forum, since 2006. He is co-chairing the ITU Council Working Group on stakeholder participation in ITU's activities related to WSIS (CWG Stakeholders) and representing Switzerland in the ITU Council Working on WSIS (CWG WSIS). From 2003 to 2005, he was coordinating all Swiss activities in both phases of WSIS (Geneva 2003 and Tunis 2005) on behalf of Marc Furrer, the Swiss State Secretary responsible for both WSIS phases including the hosting of the first phase of WSIS. He was representing Switzerland in theBureau of the WSIS for the second phase of WSIS (Tunis 2005) Thomas Schneider was born in St. Gallen in 1972 and lives in Zürich since 1992, where he studied history, national economics and English.
Frode Sørensen
is a Senior Adviser at the Norwegian Post and Telecommunications Authority (NPT) and he holds a Master of Science degree from the University of Oslo in 1984. Frode has been the leader for network neutrality project at NPT, working through a “soft regulation” approach towards common guidelines for the electronic communication market in Norway. He has previously worked at Tandberg Data, Ericsson, Telenor and Agder University College and he is the author of several books on Internet technology.
Miguel Pérez Subías
is a telecommunications Engineer who graduated from Madrid Polytechnic University and gained a Masters in Business Management from the INESE. He is currently the President of the Internet Users Association and works as a consultant specialising in Information Technologies. He has worked in Paris and Madrid, participating in and managing Research and Development projects for systems, equipment and products related to Computing and Telecommunications. In 1994, he edited and promoted the first Internet journal published in Spain and subsequently played an active role in creating the Internet Users Association (aui.es) of which he has been President since it was founded in 1996. He has collaborated with various governments (Central, Regional and Local)to formulate and implement regulations and strategic plans to promote Internet and Information Society topics. He is President of the organising committees for the “Mundo Internet” and “Expo internet” conferences held annually since 1996 in Madrid and Barcelona respectively, and has been a member of the board of directors of the Spanish College of Telecommunications Engineers (COIT) since 2002. He writes for several publications and has lectured at different Seminars, Courses and Conferences related to information technologies…

D); from 1988-1989 practical judicial service at Court; 1990-1994 assistant teacher at the University of Economics, Institute for Austrian and European Public Law; since 1995 civil servant at the Federal Chancellery, since 1999 Director of the Department Media and Information Society of the Constitutional Service of the Federal Chanceller.Traimer is anUniversity teacher for Public, Constitutional and Media Law, University of Vienna and University of Graz.Member of the board of the Research Institute concerning the law of electronic media. 2002-2004 Vice chair of the Standing Committee of Transfrontier Television of the Council of Europe. Since 1998 Austrian representative in the Steering Committee of Media and Communication of the Council of Europe (Vice Chair 2005/2006, Chair 2007/2008). Dr. Matthias Traimer is the Chair of the Austrian Information Society Council in the Federal Chancellery and author of several publications on Austrian media law.
Catherine Trautmann
Catherine Trautmann (*1951, France) has been a Member of the European Parliament for the Party of European Socialists (PES) since 2004, which she had already been from 1989 to 1994. She is the vice-chairwoman of the Industry, Research and Energy Committee as well as a deputy member of the Culture and Education Committee. She studied theology in Strasbourg specialising in the history of religion as well as Coptic language and literature. During her political career she has been a member of the French parliament (1986 to 1988), Secretary of State for the Elderly and Disabled (1988) as well as president of the Inter-Ministerial Working Party on (Drug) addiction (1988 to 1989). From 1989 to 1997 as well as from 2000 to 2001 she was Mayoress of Strasbourg. She stepped down from this office in 1997 when the Prime Minister Lionel Jospin appointed her as Minister of Culture and Communications (until 2000) as well as government spokeswoman (until 1998). Since 2000 she has been a member of the French party “Bureau National”. She is currently a member of Strasbourg's city council as well as 2nd Vice President of Strasbourg's urban community, in charge of university and economic development. She is also a Chevalier de la Légion d’Honneur, Commandeur des Arts et des Lettres.
Pedro Veiga
is a Professor of Computer Networks at University of Lisbon, President of the Portuguese Foundation for National Scientific Computation (FCCN), the organization that operates the Portuguese Research and Education Network. He is responsible for the management of the .PT TLD. Pedro Veiga is fully involved in ICANN since its creation in 1998: he was the PT delegate to the GAC – Government Advisory Board from 1998 to the beginning of 2009 and he is now delegate to ccNSO. He is the Portuguese Member of the Management Board of ENISA. He has been active in Information Society policy issues since 1996, namely in the preparation of the “Green Paper on the Information Society” in Portugal. From 2000 to 2003 he was the Manager of the Information Society Programme in Portugal. His academic area of expertise is “networks and information systems security”.

is the founder and general director of the North American Consumer Project on Electronic Commerce (NACPEC) http://www.nacpec.org a not-for profit website that facilitates information on the regulation of the Internet and e-commerce consumer protection, providing legal advice and support to Mexican consumers who have experienced deceptive and fraudulent practices on the Internet. NACPEC is an active member of the IGF’s Dynamic Coalition on Privacy since November 2006 and of the Public Voice Coalition since 2007. He is the director and coordinator of Ciberdelincuencia.Org http://ciberdelincuencia.org a not-for profit website launched in September 2008 supported by ISOC and NACPEC, the purpose of which is to facilitate and promote the exchange of information and best practices in the field of cybercrime and security among legal and policy experts in Latin-America.
