Workshop 3: The Internet - critical to our lives: are we sure it's reliable?

Format of the workshop
Outline: The Internet is a critical resource, but what does that mean? Is it managed as such? Are the current arrangements sufficient? And what are the major challenges to the future stability of the network? What are the roles of the different stakeholders? How are operational decisions made and coordinated (and funded)? What is the influence of national requirements? How does national work take into account wider international circumstances, (bearing in mind that one country's network can impact another's)? If the Internet is considered as critical information infrastructure, what does that mean for our decisions and cooperation in reaching the decisions?

Outcome of the session
In the panel, technical organizations, suppliers, users and governments were represented.
The session had a broad discussion, mainly because of the multiple interpretations of “reliable” in the context of the Internet.
There was a fair consensus across the panel and the room, that in the sense of being “always available”, the reliability of the Internet is at a very high level. However, it was suggested that a better preparation for crises is necessary, among others by conducting national and international exercises.
There was broad support for the suggestion that assuring access for the 4-billion-plus citizens presently not connected, is a by far larger issue and would –apart from technical and economical solutions- require:
• Education and awareness creation
• Simpler technologies and user interfaces, to make the Internet a true commodity for all
With the further evolution of the Internet, national and international collaboration and coordination between the existing actors should simultaneously evolve and it was suggested that co-regulation could supplement self-regulation.
It was the opinion of many that integrity, confidentiality, and safety for the user, as other meanings of “reliability”, have not been adequately addressed so far and should be the focus of attention.
